Turns out my nephew wanted to set the date on his new PS4 with the max year 2099, (so he could get it as close as possible to the year 2020 where the BF4 Campaign takes place).
As a programmer I knew this was probably the source of his problems and that the updates were crashing due to it being unable to validate with such an off date.
I went into Settings and set the date to use the Internet and set the time to update automatically. I opened up BF4 and no more CE-34878-0 error. It was fixed!
Even if you set your date correctly by hand, I think just syncing up your current time with the internet and trying to open your game again, might help you too.
Good Luck!
